Because of its large waste quantities and large damage areas of plant and original geological surface, road const ruction programmes have caused a series of ecological problems along the road line. As for to solve the main problems existed in the comprehensive harness plan composition for soil and water conservation on road construction programmes, the problems from the aspectes of soil and water conservation law and technique are analysed and discussed, then the related solutions are given.
