At first the paper introduces the meaning.and contents ofcomprehen-sive transforming of soil and water conservation, and points out thatthe landslides and debris flows in the loess plateau area are the essentialfactors to increase the soil and water loss. It combines the comprehensivecontrolling experience of typical small basin such as Jiuyuan gully, Luergully and Nanxiaohe gully, puts forward that the comprehensivecontrol-ling of landslide and debris flow is the fundamental measures.
