This paper deals with the basic requiremenu of rational utilization for agriculturalresources firstly. Then taking this as the basis, the author put forward the mechanisms of rational utilization for agricultural resources, i. e., the way of exploitationand utilization for labour force resources, the idea on stock system of agriculturalmanagement and the three-stage theory for constructing eco-agriculturs with soil andwater conservation type.
