The achievements, experiences and problems in soil and water conservation work accomplished in the past years are analyzed. The urgency and importance of strengthening soil and water conservation and eco-environment construction are stated in accordance with the current statue of soil and water conservation and characteristics of social environment in the opening areas in Shenmu, Fugu, Yulin and Hengshan coal fields. Meanwhile, some very new countermeasures are proposed up for eco-environment management, supervision and policy.
