In recent years, a great sum money has been pooled in water conservancy and soil and water conservation in Shaanxi province, it promotes efficiently construction of graceful environment. Because of so many financing channel and division of management, it brings about some new problems such as overstaffing in organzations, repeat in work. It is a good thing having enormous fund, but it will cause byproduct without sound administration.
