    Abstract:

    [Objective] To summarize the characteristics of soil and water loss in production and construction projects in order to propose the specific suggestions on the classification of management by analyzing the current situation of management and problems. [Methods] The practice and effect of the management of production and construction projects were investigated in the national level and provincial and typical county levels in different regions of soil and water loss. The experiences in classifying management were also analysed. [Results] According to the characteristics of soil and water loss effect, the degree of influence, the topographic characteristics of the project locations and the sensitivity of soil and water conservation, the classifying management of production and construction projects were put forward. [Conclusion] According to the classification results, soil and water conservation program can be divided into three levels as followings: the report, report form and report table. The different procedures and requirements were proposed in the different steps such as reviewing, approval, publicity and change of the soil and water conservation program management, and also in the different steps of supervision and inspection, supervision and monitoring of soil and water conservation in the implementation procedure of the soil and water conservation program and the step of acceptance check of soil and water conservation.
