Abstract:Large in area, western China is under developed and is of great spatial difference in resources distribution,natural condition and economic base. So it is thought that, according to the market regime and the efficiency-oriented investment, the development of the West can not be carried out all over the area in a short period. On the contrary, a relatively aggregational policy to choose some key zones to develop should be taken. Futherly, it is pointed out that the key zones in Shaanxi province should be as follows: Xi’an the centralcity, the industry intensive zone along the Longhai railway, the resource intensive zone along the Great Wall and the zone along the upper Hanjiang river. They are also called` one cent re and three belts for short. Meanwhile, projects of building`the national resource development zone in Yulin region,the industrial park along the part of the continental bridge to the European countries in Xian opening and the transportation network connecting the east and west,and combining the south and the north of China’should be chosen to be the priority programs in Shaanxi province during the western China development.
Abstract:The causes of the Yellow river flow-stopping can be at tributed to the characteristics of lake and marsh as main landforms, rare precipi tation, disparity in annual runoff amount between dry and moist year, water resources shortage, lake surface evaporation, the cold climate in winter, and the periodic variation of annual runoff amount in the source area. Among which, shortages of water resource and lake surface evaporation are the major reasons. The flow-stopping showed periodicity analysing from the hydro-data. It was the results of natural factors,so the flow-stopping now should not be considered as emblem of eco-envi ronment worsening.

Abstract:The history, present situation and developing trend of soil loss tolerance research are out lined. The main content in Tvalue research including soil formation rate, soil nutrient loss, off-site sediment damage, relationship between soil loss and soil productivity, and gully prevention is discussed in details. The mathematical expression of soil loss tolerance and Tvalue criteria in different countries are also introduced. The existing problems in Tvalue research and significance of making double Tvalue research are analyzed as well.
Abstract:In condition of uniform stratum and unchanged flow, the process of equilibrium profile forming is similar to a mathematic question-Toboggan slide with the least time. Starting from theory of minimum energy dissipation,It is discussed and verified through indoor experiment that a theoretical equilibrium profile should be a rotation wheel line. This has not only proved that the conclusion coming from theoretical research is right, but given a solid theoretical foundation to further practical use.
Abstract:The environmental condition and the effect of human activities on the debris flow occurrence in western Qinling mountains of Shaanxi province are analyzed. It is pointed out that debris flow disaster was caused by the common actions of two factors. At last, the regional regularities of debris flow in western Qinling mountains have been discussed.

Abstract:Several soil surface characters in spatial and temporal variation have been measured continuously in a small catchment. The results showed that soil surface random roughness, soil cohesion and aggregate stability had significant difference among land use types. There was no significant difference among different to pographic croplands for random roughness and cohesion, however, soil aggregate stability had significant spatial dif ference among different topographic croplands. All of those soil surface characters had no significant temporal dif ference in the research periods.

Abstract:The primary analysis of small watershed water and soil loss comprehensive harness, developing ecological economy by using analy tic hierarchy fuzzy comprehensive evaluation process was conducted. The result showed that after comprehensive harnessing and developing for nearly 5 years, it has been on primary stage and has developed potential greatly.

Abstract:In accordance with the characteristics of soil erosion of small watershed in the loess plateau, the problem on building the soil erosion model system was analyzed. Firstly, the processes of the soil erosion model were described.Secondly, the development of the soil erosion model was discussed, the two modelty pes were compared,and the structure of the distributed parameter model spatially and temporally were designed and analyzed. Lastly,many merits of the distributed parameter model system were indicated, which reflected the development trend of the present soil erosion research.
Abstract:The historical process and significance of the study on water pollution's loss are analyzed briefly. Based upon the present situation analyses of the Weihe river water pollution, the water resource wealth loss of Weihe river basin is calculated and discussed by using the model of water resources wealth loss caused by water pollution,which is set up by means of Fuzzy- Grey method. The co nclusion shows that the Water resource Weath loss of water basin caused by pollution is serious.

Abstract:The south of Gansu and Shaanxi provinces which lies in Qinling mountainous areas, has wide spread and severe geological disasters of landslide and debris flow, and it is one of the four most heavy landslide and debris flow concentrated areas. These natural disasters have been threatening the development of local economy and people's life and property seriously. Setting up of monitoring and warning system on landslide and debris flow in such regions is a new subject for disaster prevention and reduction in China in 90’s of 20th century to build a favorite eco-environment. The sig nification and content of the landslide and debris flow monitoring and warning system are explained, the inducement and probed into technical measures, methods and benefit calculation onmoni toring and warning system of landslide and debris flow are analyzed with indigenous method in earth and rock based mountainous areas.
Abstract:Plant road of hillside production type that drives the dev elopment of gully slope land is now a practical way to enlarge the living space, relax land shortage, build eco-ag riculture, and also the base of development of agricultural economy today. According to the const ruction capability in countryside and technology condition and the require of realizing nice land and clean river, a method of planning and designing suited to local plant road and the technological system of comprehensive road erosion control are put forward.

Abstract:Beidu control project in the lower reaches of the Yellow river changed traditional constitution into the one, which composed of hinge bags filled with concrete to cover riverbed and slope. By calculating and analyzing the steady of the constitution quantified the depth of scour is 9.0meters, the width of the constitution is 18.0meters,therein the length of immobile is 4.0 meters. The application for the new material and new constitution can adopt the scored transfiguration in channel. It can be less damaged or not damaged, and will be release the burden of resisting the flood. The projects will impulsion the new material applied in the Yellow river.

Abstract:The engineering of dam on slope land is one of the gully control measures to manage the slope land.From the top to the bottom edge on slope land, it is terraced land alternating with slope land. The terraced land stores runoff water from slope land. Trees and grass could be planted on the slope for soil erosion controlling. The dam shaped ridge is const ructed on the out side edge of terraced land for water cont rolling and dry wells constructed on the inside edge for water storage. The terraced land can be irrigated using the stored water. This kind of engineering model could be widely used in mountainous areas, especially in the loess plateau region. It is an effective model for soil conservation and ecological agriculture development.
Abstract:The work of establishing environmental context database of soil erosion of China accurately and precisely,is essential in the models of quali tatively accessing the soil conservation at the whole country or region field.The work is also an important means to study the characteristics of temporal and spatial scale of soil erosion. Based on the procedure of building environmental context database of soil erosion of China in the 1∶4000 000 scale, the executive means of the database like this on computer and the accuracy control of the data with the support of ARC / INFO is mainly discussed.

Abstract:Jiangle county is very suitable for fresh-water production with plentiful water resources, but the developing degree is low. There is still 81.81% of hydraulic power which has not be utilized, and 84. 23% of water body that could be used for fishery not be developed. Therefore, the fishery development should be accelerated to change the advantage of rich water resources into commodities.
Abstract:The flood on Shiting river has been more serious recently. Man-made soil and water loss is considered as an important cause for that. The importance of soil and water conservation and necessity of sustained development strategy is put forward.
Abstract:The reservoir of Qingxi hydropower station is a new -built, day-controlled and medium-scale reservoir.Due to earlier stage deposit seriously, the reservoir-life and economic benefit of the hydropower station has been affected directly, and it has at tained great benefit after comprehensive controlling in soil and water loss since 1994.
